Assignment overview A ministerial is a brief document written by government officials and/or public servants, which provides details on an issue a government minister needs to briefed about in order to carry out their duties as a member of parliament. An issue a government minister needs to be briefed about can be on just about any topic, but is generally related to something that is topical, in the media or is a written complaint or question on government policy from a member of the public. A ministerial is rarely a long document. It is designed to provide a minister with the core issues on a topic in order that they are immediately informed about the issue and the latest information that pertains to the issue. From this position the minister can make a decision on how they (and their party or the government) will approach, or respond to a situation when asked by the media, other members of parliament (including members of other parties) and members of the public. My topic is In February 2020 a Royal Commission into the Australian Bushfire crisis was signed off by the Governor-General of Australia. Provide a ministerial briefing paper to the Leader of the Opposition, Anthony Albanese on what the Commission had intended to review according to its stated Terms of Reference (ToR). As part of this briefing outline to what extent these ToRs aligned with the concerns identified by the Rural Fire Service in NSW as to the causes of the bushfires, and what this organisation recommended for addressing bushfire disasters into the future. Referencing You should choose appropriate newspaper articles, media commentary and academic sources (e.g. peer reviewed articles, textbooks, statistical collections of public agencies). In-text referencing is not required for this assignment. However, students are required to provide, on a separate page (s) to the written Ministerial/Policy Paper, all the references used to research and write up the Ministerial/Policy Paper. The list of references is not included in the word count for the assignment. In the body of the assignment, students are also required to refer to relevant researched material they have accessed to make their argument to the Minister. This material can include government, academic and other reports; key books and/or articles by experts in a field; newspaper articles or reports which may inform the minister on popular perceptions; and media interpretations of an issue. For example: you may refer to a key expert’s opinion along the lines of: “In a 2019 article called ‘stop the boats’ by Dr. Leichhardt, a Melbourne University academic in the school of psychology, it was found that 2 out 3 refugees came from …… “ [you should then put the citation for this information (or for any quotes) in the separate list of references attached to your ministerial. For example, if you got this information from a newspaper article you would cite this article, the date, the author and which newspaper in your list of references]. Which Minister or Member of Parliament? What subject are you addressing? Please include at the top of your Ministerial/Policy Paper the name and the portfolio or the position of the Minister or Member of Parliament you are addressing in your ministerial. Please also include the subject you are addressing. This information is not counted in your word count but is an essential component of your ministerial. NOTE: The word count of 600 words applies to the written body (substance) of the ministerial. The title, name of minister, date, other identifying information (such as government department) and subtitles are not included in the word count.
