During the 20th century, infectious biological threats were thought to be mainly from nation states secretly developing biological warfare capabilities using known pathogens, either for defensive preparedness or offensive deployment. In the 21st century, a broader range of infectious biological threats and risks are recognised. These threats include possible weaknesses in governance of official infectious disease detection and research facilities, new technological developments in academic research on infectious diseases, and greater availability of technology for genetically manipulating infectious pathogens. There is greater recognition that individuals or groups of people can either intentionally or unintentionally trigger an unnatural epidemic.

Develop a discussion paper to identify, justify and recommend the important components of a national program for improving the country’s ability to prevent an epidemic arising from dual use research of concern (DURC), and responding to such an epidemic if it occurs. Prepare a discussion paper for the Chief Health Officer. A discussion paper should be written in a way that can be understood by a wide audience, including well-educated, but nonspecialist, members of the public.
